  5.       Acceptable Use Policy
  6.      
  7.      The purpose of NSFNET is to support research and education in and
  8.      among academic institutions in the U.S. by providing access to unique
  9.      resources and the opportunity for collaborative work.
  10.      
  11.      This statement represents a guide to the acceptable use of the NSFNET
  12.      backbone. It is only intended to address the issue of use of the
  13.      backbone. It is expected that the various middle level networks will
  14.      formulate their own use policies for traffic that will not traverse
  15.      the backbone.
  16.      
  17.         (1) All use must be consistent with the purposes of NSFNET.
  18.      
  19.         (2) The intent of the use policy is to make clear certain cases
  20.             which are consistent with the purposes of NSFNET, not to
  21.             exhaustively enumerate all such possible uses.
  22.      
  23.         (3) The NSF NSFNET Project Office may at any time make
  24.             determinations that particular uses are or are not
  25.             consistent with the purposes of NSFNET. Such determinations
  26.             will be reported to the NSFNET Policy Advisory Committee
  27.             and to the user community.

  29.         (4) If a use is consistent with the purposes of NSFNET, then
  30.             activities in direct support of that use will be considered
  31.             consistent with the purposes of NSFNET. For example,
  32.             administrative communications for the support infrastructure
  33.             needed for research and instruction are acceptable.
  34.      
  35.         (5) Use in support of research or instruction at not-for-profit
  36.             institutions of research or instruction in the United States
  37.             is acceptable.
  38.      
  39.         (6) Use for a project which is part of or supports a research or
  40.             instruction activity for a not-for-profit institution of
  41.             research or instruction in the United States is acceptable,
  42.             even if any or all parties to the use are located or
  43.             employed elsewhere. For example, communications directly
  44.             between industrial affiliates engaged in support of a
  45.             project for such an institution is acceptable.

  47.         (7) Use for commercial activities by for-profit institutions is
  48.             generally not acceptable unless it can be justified under
  49.             (4) above. These should be reviewed on a case-by-case basis
  50.             by the NSF Project Office.

  52.         (8) Use for research or instruction at for-profit institutions
  53.             may or may not be consistent with the purposes of NSFNET,
  54.             and will be reviewed by the NSF Project Office on a
  55.             case-by-case basis.
